構建以電子健康檔案為核心的全民健康信息化保障體系

摘 要：目的構建以電子健康檔案為核心的全民健康信息化保障體系。方法1）以生命周期為主線，
構建關鍵健康事件核心數(shù)據(jù)結構，進行數(shù)據(jù)建模，以XSD 方式實現(xiàn)；2）構建地市一級健康檔案數(shù)據(jù)中心；
3）利用Webservice 等技術，實現(xiàn)相關健康事件數(shù)據(jù)自動上傳至數(shù)據(jù)中心并整合；4）基于數(shù)據(jù)中心的相關
診療規(guī)范的制定。結果 1）地市一級的健康檔案數(shù)據(jù)中心的數(shù)據(jù)結構及存儲模型的實現(xiàn)。2）實現(xiàn)數(shù)據(jù)自
動整合與自然積累的架構體系。結論依托信息技術，實現(xiàn)以健康檔案為核心、以生命周期為主線、以數(shù)
據(jù)中心為載體、以地市一級為單位的全民健康信息化保障體系。在此基礎上進行診療規(guī)范等的制定，提高
全民健康保障水平。

To construct an IT-based national healthcare system with
the electronic health record as its core

Abstract: Objective To construct an IT-based national healthcare system with the electronic health record as
its core. Methods 1) With life cycle as main stream, to construct core data structure of key event, implemented
data model by XSD. 2) To construct city level Electronic Health Record Data Center. 3) By using Webservice,
Implemented Health Event data auto submitting and integrating into data center. 4) To build up specification of
diagnosis and treatment based on data center. Results 1) Implemented the electronic health record data structure
and storage model of city-level data center. 2) Implemented the architecture of data auto integrating and naturally
accumulating. Conclusion By using IT, with the EHR as its core, with the life cycle as main stream, with the data
center as media, with city level as unit, we can construct national health care system, based on which we can build
up specification of diagnosis and treatment to improve national health care level.
